Résumé

If the US Green card seems to be a good system in America, the proposal of a EU Blue card is highlighting some questions. What conditions should attract skilled people in Europe? Why wanting to employ some strangers when there are high rates of unemployed people in Europe? Why is there a shortage of skilled people? But, most of all, we have to wonder if the Blue Card is a good system and what should be its consequences, qualities and shortcomings...

In order to outline answers to theses questions we are going to build a layout in three parts: firstly we will see the reasons why a new policy of immigration like the Blue Card is required. Secondly we will see what is exactly proposed by the European Commission with the Blue Card and finally we will see what can be expected or not with such a solution.
