Is it possible to claim there is a universal human rights concept?

Résumé

The western philosophers in the XVIIth century claimed the importance of rationality, of individuals and of their liberties. They also lead a reflection on the universality of these assessments. That contributed to found the current conception of human rights, the rights all humans possess by virtue of their human being. That concept is indeed widely based on liberalism and on the values of these philosophers. Then, more than two centuries after, human rights have a great place in international relations and they seem to be accepted by most of the states in the world. However, the universality of human rights is still discussed and challenged. Is there only one conception of true human rights for all the countries, for all the cultures? Is that possible common notion wide enough to allow a material signification of human rights in the international relations?

Thus, a universal concept of human right is confronted to the diversity of the world, but it is possible to find a common base to that notion and maybe to widen it.
