Résumé
Letter to the British minister concerning violence in prison and policies toward minor offenders. This letter answers the question: "should other penalties than prison be imposed to minor offenders?". About 400 words.
Extract:
"Great Britain is nowadays one of the most repressive countries in Europe. Over 70 000 people are in jail today and the prisoners are still dangerously increasing. You have to find a solution to this evolution by seeing if there are other penalties than prison for minor offenders.
It is right that aims of prisons are to maintain the security of society by making the law and the order respected. Prisons also have the responsibility to avoid reoffending and by consequence, to re-educate criminals once outside. From this point of view, it seems unbearable to consider other sanctions than prison for those prisoners knowing that all criminals are liable to commit crime again. I agree you can not trust criminals as reliable persons."
