To what extent do activation policies enable vulnerable people to integrate themselves in European societies?

Résumé

Since the 80's, societies' speedy evolution has generated a loss in collective values and an increased isolation. Linked to those events, exclusion is a dynamic process which leads to a loss of social links and of traditional marks. I don't know if you have seen the movie La Haine, shot by Mathieu Kassovitz, but it is very realistic insofar as it aims at denouncing violence due to dismay, to precariousness. Furthermore, social exclusion is analysed through the notion of breaks, of dislocation. In the same way, Hannah Arendt has analysed the links between man and labor as the main factor of integraing society. By observing emergent post-industrial economies, she wrote in The Human Condition, « we are facing the perspective of a workers' society without work, deprived from their last one activity. One can't imagine something worse ». that is why, in order to cope with the labour market blight and to avoid social exclusion, welfare states in Western Europe have implemented several type of social and economic policies.

Indeed, since the 90's, we have been witnessing a change in those policies, from passive to active ones. In order to overcome former policies' failures, activation policies are designed to reinforce and assist job acquisition. That is why we can wonder why and to which extent do activation policies enable vulnerable people to integrate themselves? Are they efficient regarding the results of their application?

First of all, it seems important to remind us the strong link between individuals, work and society in order to understand the stakes that unemployment generates. Then, we are going to define activation policy and its goals. Finally, a analysis would weight the pros and cons of this policy.
